If you have statements in your model like these,

set S;
param n;
param rendi_basura {S,1..n};

and if you have statements like these in your data file,

set S := CALI BUGA ;
param n := 2 ;

param rendi_basura:  1     2    :=
CALI                0.20 0.20 
BUGA                0.20 0.20;

then you will not get an error. So you should check your model and data to see how it is different from this.
